Christodoulos Koutsoulianos was born in Kalamaria in 1966 to refugee parents. He studied agricultural science in Larissa and completed a master’s degree in business administration (MBA) at Nottingham Trent University, where he was named Student of the Year in 2003 in marketing. His professional career began in 1993 as the director of the Municipal Enterprise for the Development of Kalamaria Municipality, a position he held until 2004. From 2004 to 2009, he was the general director of the first municipal enterprise in Greece formed from the merger of two municipal enterprises. From 2009 to 2011, he was the general director of the Municipal Enterprise for Social Services of Kalamaria. From 2011 to 2018, he was the general director of the Municipal Enterprise for Social and Cultural Development of Kalamaria Municipality. He has taught at numerous conferences, seminars, and workshops on leadership, local government, and entrepreneurship, and he is the author of five books: “Municipal Entrepreneurship” (2006), “Guide to Mergers and Splits of Municipal Enterprises” (2007), “Practical Guide to Managing Municipal Public Benefit Enterprises” (2008), “Local Government and Entrepreneurship” (2010), “Kallikratis Program – Guides to Mergers of Public Legal Entities and Municipal Enterprises” (2011). 

Today, he is a business and municipal enterprise consultant on leadership, management, and strategic decision-making issues, and he writes for both foreign and Greek electronic and print media. Recently, he has been hosting the online show”Leadership and Entrepreneurship,” featuring personalities from around the world who are involved in leadership and entrepreneurship. 

  • In 1995, he founded the first municipal transportation system in Greece, establishing free transportation for residents within the municipality’s limits. He also organized the 1st Panhellenic Conference of Municipal Enterprises in May 2002 in Pallini (Halkidiki), the only one in the 30-year history of municipal enterprises. 
  • In 2009, he founded the Center for Development Support and Promotion of Entrepreneurship “Epicheirein,” the first such center established by local government in Greece, significantly contributing to the development of entrepreneurship in Eastern Thessaloniki.
  • In 2009, in collaboration with Aristotle University, he organized a national conference on “The Role of Local Government and Education in the Development of Entrepreneurship,” a three-day event with guests from all over Greece and Europe, aimed at connecting local government and education with the development of entrepreneurship. 
  • In 2010, he was a speaker in many cities in Greece on the major administrative reform “Kallikratis,” analyzing the method of merging municipal legal entities. 
  • In 2012, he organized and implemented the 1st Youth Entrepreneurship Competition in Kalamaria, in collaboration with Aristotle University, the only such competition organized by local government in Greece. 
  • In 2013, Who’s Who Greece included his biography among other distinguished Greeks in its annual edition for his contributions to municipal enterprises.
